Last year, after to failing to come up with a way to make up the $4 billion shortfall Texas needs to maintain existing roads and construct new ones, the third special session of the Texas Legislature finally agreed upon a transportation-funding bill that will go to the voters for approval in November 2014. HB 1 authorizes a Constitutional Amendment election this year that would allow the legislature to divert half of the oil and gas severance tax that funds the state’s emergency fund, or Rainy Day Fund, to roads, giving the highway department a potential boost of $1.2 billion annually.
