WASHINGTON—For a brief moment last week, Congress made passing bills look almost easy.
The reliably fractious House handily approved a water infrastructure bill in a 417-3 vote. House Majority Leader Eric Cantor (R., Va.) and Minority Whip Steny Hoyer (D., Md.) both spoke in favor of the first bill passed since 2007 authorizing new port, dam and flood-protection projects. The measure now must be meshed with the Senate’s version., which now must be meshed with the Senate’s version.
